Accelerating Excellence: A Case Study in Swift Implementation of a PPSA Registry On Time and Within Budget 

The Challenge

The Companies Office of Jamaica needed to implement the Security Interests Registry project in a condensed three-month timeline.  This project posed a multifaceted challenge with the need to collaboratively design the system, implement the design, conduct thorough testing, and complete internal training and wider stakeholder workshops for sensitization on the system, which itself involved a legal framework new to Jamaica. 

The Solution

The implementation of the Security Interests Registry project, within the condensed three-month timeline, succeeded due to the collaboration of the Companies Office of Jamaica (COJ) and the Paradigm Applications team. Joint Application Design (JAD) sessions played a pivotal role in the successful implementation, with collaboration from stakeholders with both entities in collective design of the system. The Paradigm Applications team adeptly configured and customized the Paradigm Applications registry solution according to the design, ensuring a custom, secure system, aligned with the unique legal framework introduced in Jamaica. Thorough testing and training phases were conducted by the COJ team, with invaluable “train the trainer” sessions from Paradigm Applications, enhancing internal capacity and confidence. Stakeholder workshops were organized to sensitize a wider audience to the system. 

The Impact

The project was delivered on time and on budget, showcasing the effectiveness of the collaborative approach in overcoming the challenges posed by the project’s ambitious timeline, and the introduction of the new legal regime. The rapid implementation ensured the agency was able to meet its regulatory requirements in a timely fashion.
